The Team

TBAP East Primary Outreach team has been commissioned by Haringey Council from the TBAP Multi Academy Trust in order to support primary aged children at high risk of school exclusion, experiencing multiple exclusions and at risk of permanent exclusion. The intention is to work with schools sufficiently early enough to improve behaviour, raise attainment, reduce the number of fixed-term exclusions and de-escalate from permanent exclusion. The TBAP East Primary Outreach team will be part of the Council’s graduated response to supporting schools to provide for vulnerable children particularly where their Social Emotional and Mental Health Needs are impacting on learning, achievement and relationships.



The STAFF

The team is staffed by highly experienced TBAP teaching and support staff, who use the Behaviour for Learning framework to promote engaged and appropriate classroom behaviour. Behaviour for Learning promotes a clear, conceptual framework which allows teachers to make a critical assessment of the appropriateness and effectiveness of particular strategies in the classroom. It takes as its central focus, the importance of engagement in learning for positive behaviour management. It also offers concrete measures for evaluating progress in a child's behaviour.








Referral Criteria

The TBAP East Primary Outreach team is part of a graduated response to managing challenging behaviour. Support can be requested at any stage from early intervention or serious cause for concern, through to children at high risk of permanent exclusions.
Schools are expected to request on-site support prior to crisis and before requesting a placement at the Octagon AP Academy. The TBAP East Primary Outreach team is not intended as a referral route to PRU provision.

Referral Process

Referrals to the team can only be made by a child’s school and on the basis that the school has already used its normal range of interventions, but with little impact.





In Year Fair Access Panel

In order to ensure that schools have equitable access, referral and allocation will need to be carefully monitored. Access to intervention will be agreed and monitored via Primary In Year Fair Access Panel where cases will be discussed and resources allocated according to priority of need. Expectations and Responsibilities

The TBAP East Primary Outreach team is part of a new strategy for improving outcomes for vulnerable students. Although schools are expected to request on-site support before requesting a placement at the Octagon AP Academy or permanently excluding, the main function of the team is to improve access to learning and the life chances of our most vulnerable children in mainstream school.

There is an expectation that Primary placements at the Octagon AP Academy will be part of a 'revolving door' process, whereby students at the Octagon AP Academy who are considered to be ready to begin reintegration will be offered a place at a mainstream Primary via the In Year Fair Access Panel. This means that places will become available for other students in the borough who present with a significantly high level of challenge and would benefit from an interim placement at the Octagon AP Academy. Our aim is that placements at the Octagon AP Academy are for a defined period of time with sufficient flexibility to take into account a child’s specific needs.
